CHAPTER CHAIR
DeLois Babiker
Director of Application Services
Georgia Department of Human Resources
DeLois Babiker has over 24 years experience in
executive leadership, software development, project
management, and fiscal oversight. Her uncanny
ability to anticipate IT trends, coupled with her
natural ability as a business development
professional, have been met with consistent success
throughout her career. DeLois is presently
serving as the Director of Application Services for
the Georgia Department of Human Resources. As
Director, DeLois oversees the daily service delivery
of web and mainframe application development and
maintenance and database services supporting a 80+
application portfolio. She also manages budgets,
schedules, and over 100+ centralized and
decentralized staff in Atlanta and Milledgeville
Georgia offices. Her ability to manage and
grow new and existing businesses while
simultaneously designing and implementing technology
solutions, enabling business process re-engineering
gained the attention of MACROsystems, who entrusted
DeLois with the launch of its Washington, DC office.
As its Director of Federal Sales, DeLois
successfully managed the day-to-day operations of
MACROsystems, winning $3.2 million in new business
by maximizing her extensive knowledge of the federal
IT landscape.
Prior to her position with MACROsystems, DeLois
served as the Chief Information Officer/Director of
Information Management for the Neighborhood
Reinvestment Corporation. There DeLois daily
interfaced with the Executive Management Team and
Board of Directors while managing a staff of 28 and
a budget of $6.1 million. She also utilized her
well-honed project management skills to successfully
implement enterprise wide Internet/Web and database
applications; enhance the IT infrastructure as well
as local- and wide-area networks; and create a
responsive user support team. DeLois has also
had the good fortune to participate in
groundbreaking innovations, having spent eight years
at Freddie Mac where she progressed professionally
by leading the software development and
implementation of its loan origination and REMIC Tax
Systems. Eventually DeLois migrated to the Freddie
Mac Foundation where she provided technical
leadership to the Washington, DC Department of
Family Services to resolve the findings of the
LaShawn v. Kelly Remedial Order. The result was the
design and implementation of Phase I of the
Washington, DC foster care State-Wide Automated
Child Welfare Information System (SACWIS), which is
now a federal requirement for all state Departments
of Social Services. DeLois Babiker has enjoyed
a stellar career that is sure to grow exponentially
in the years to come. Hers is a name you will
continue to hear as an innovative technology
professional and an enterprising business woman.

CHAPTER CHAIR
Jerome
Charleston
CIO Fellow, CIO Innovations Institute San Antonio
& Former
Director of IT,
Time Warner Cable San Antonio
Jerome Charleston is the Director of
Information Technology for Time Warner
Cable San Antonio. In this role, Mr.
Charleston is responsible for the
division’s information technology
infrastructure, system development
initiatives and core transaction
systems. He chairs the Business
Continuity Management team for Time
Warner Cable San Antonio which is
charged with ensuring the company has
sufficient plans in place to recover
from a disaster or disruption in
business. Prior to his current
position, Mr. Charleston held a
senior-level management position with
Cirrus Logic, a hi-tech semiconductor
firm, where he was responsible for a
variety of information technology
platforms. Before working in the hi-tech
sector, Mr. Charleston worked in the
healthcare industry for PacifiCare
Health System where he was the Southwest
Regional Manager of Information
Technology responsible for all aspects
of information technology infrastructure
for sites spanning Texas and Oklahoma.
Mr. Charleston has a Bachelor’s degree
in Information Technology from Texas
State University and an MBA from the
University of The Incarnate Word.

DALLAS CHAPTER CHAIR
Brad Harslem
CIO Fellow, CIO Innovations Institute
Dallas
& Former CIO, Coach America
Brad has been the CIO for three DFW
based companies: Coach America,
Concentra and Greyhound Lines. He most
recently held the CIO position at Coach
America which is a leading provider of
ground transportation services. Coach
was a private equity startup company
when Brad joined in 2003 and grew to
$400 million in revenue before it was
sold last year. Brad had the unique
opportunity to create an entire IT
infrastructure from data center to
network to application portfolio all of
which had to be highly scalable to
support the acquisition driven growth
model. He spent the first 17 years of
his career at American Airlines in
Marketing and in the Sabre division
where he was VP of Operations and
Applications Development. Brad holds a
BS from Cornell’s Engineering College
and an MBA from New York University’s
Stern Business School. He was the
Keynote Speaker at the 1996 Information
Week 500 Conference and served on the
Information Week Magazine, Editorial
Advisory Board from 1996-1998.

CHAPTER VICE CHAIR
Rick Kinnard
SMB Development, XO Communications
Rick started early creating his own version
of dithering in 1980 to create thousands of colors
on an Apple II which was “limited” to only 8 colors
5 years before it came to regular use in software.
He also used spare time to write a program to do his
trigonometry homework raising the ire of his math
teacher and getting extra credit in both classes.
He was president of three of his 5 Junior
Achievement companies and ran 5 Boy Scouts Explorer
posts before being elected to serve as the Bay Lakes
Council Chairman overseeing the scouting programs in
over 200 communities at the age of 19 years old. His
early career allowed him the pleasure of working
with American Airlines, ATT, Sprint, US Postal
Service, several Republican Party campaigns, various
religious organizations and Non-Profits such as
Special Olympics. He rewrote the scripts to increase
sales for the “Accidental Death and Dismemberment
Insurance” phone calls you received from your credit
card providers in the 1990s. At one point he was
running calling programs for 9 different companies
including several insurance companies, US Postal
Service and the Nielson Rating surveys. He took the
risk of buying his employer and re-launching as
Trans-Tech Services Inc. To dedicate more time to
the business he quit college, lucky enough to have
several programming languages and a full complement
of systems analysis and design knowledge. He
transformed the internal processes – from sales to
shipping, mirrored a Xenix system to Windows and
created a CRM program from scratch. He developed
“Collision Vision”; a computerized automotive repair
estimating system. He developed marketing, sourcing,
production, and even wrote the lease contracts for
the lease program. Within 3 years had built up
17,000 business customers nationwide selling
software and systems, auto polish, plastics, and
other specialty items. In 1995 he turned 31 and
finished 8 years with the United States Navy
Reserves. In 1998 he started a web design
consultancy to assist the development of UBID.com a
hopeful startup in the web auction race. Since 2000
he has provided his telecommunications expertise
through Time Warner, Cypress, Birch Telecom, Centric
Voice, and currently with XO Communications. He has
helped hundreds of businesses position their
telecommunications resources for efficient and
profitable results. He is proud to have helped
Dallas Food Bank and Make-a-Wish Foundation as part
of his many successful strategies to increase
productivity and profitability. Rick is currently
the Chapter Vice Chair of the Dallas Fort Worth
branch of Techxans CIO Network and Forums. He is an
avid attendee of several local chambers of commerce
and a member of the International Association of
Certified Microsoft Partners. He enjoys networking
and has built a personal network of several hundred
business contacts. Rick and Linda have three boys,
two are Life scouts and one is a Wolf Cub scout.
They enjoy weekend adventures throughout Texas.

Pattison’s career
spans 35 years in
the process
manufacturing and
technology
industries. As the
CIO Technology
Leadership at
Sterling Chemicals,
he successfully
managed multiple
information
technology and
engineering
organizations and
created numerous
industry best
practices. Sterling
Chemicals, a
privately held
corporation,
manufactures acetic
acid and
plasticizers at
their Texas City
facility. Sterling
Chemicals generally
sells petrochemicals
products to
customers for use in
the manufacture of
other chemicals and
products, which in
turn are used in the
production of a wide
array of consumer
goods and industrial
products. In
addition to Sterling
Chemicals, Michael
also held a key
process industry
operations role
within Dow Chemical,
and regularly found
new ways to apply
proven technologies
to improve plant
performance.
Michael's past
experiences included
working with IBM in
consulting & Aspen
Technology in
product management
recommending
technology solutions
to improve
manufacturing
operations
performance in the
process industries.
Michael graduated
with a Bachelor of

been a recognized

Rick
Shasteen
Director of
Information Technology in San Antonio

Silver Eagle
Distributors, L.P., a $750 million
wholesale beer distributor for the
Anheuser-Busch family of beers and
partner brands employing more than 1,200
people throughout Southeast and South
Texas. Richard has over 20 years in the
information technology field. He joined
Silver Eagle in 1998 as
Manager of the
Information Systems. Before joining the
Silver Eagle, Richard’s career
experience included 8 years with Alamo
Data Systems in San Antonio, responsible
for the city of San Antonio, city of
Houston, Travis County and Bexar County,
and six years with Marmon and Mok
Architects and Engineers, responsible
for all technology as well as lead
engineer on the Alamo Dome project. He
also was responsible for several school
districts in the surrounding area of San
Antonio. Richard received several
certifications including CNE, MCSE, CCNA
and CNA.
